And the answer is...
A car called 'Flat Out' which is less than 22 inches from top to bottom. It started out as a Fiat 126 and was built by car designer Andy Saunders of Poole. It is a 2 seater and is fully roadworthy with a gearstick that alomst reaches the roof. Currently on display at the Beaulieu Motor Museum before it goes to the NEC for the Autosport Intl Show.

Apparently this is a hotly contested category. First I have heard of it. It just caught my attention in our local paper. Looks more dramatic when you see the pics of someone driving it.
