I went to a really unpleasant sink comprehensive when i came to the UK in the middle of a council estate, but by the time i was 10 i could read, write and spell every word in the English dictionary, with proper punctuation. By the time I was 13 I was getting things published as star letters in the motoring magazines, yet the teaching standard in the school was awful.
I think there is more to today's literacy problems than there seems at first.
What scares me is that the DSA are about to issue this individual and thousands like him with a license to drive a motor vehicle!

My wife lost her job as Senior Lecturer at a Uni because she refused to pass everyone (that is EVERYONE) as her boss instructed. Apparently, the EU grant that had been negotiated was dependent on the pass rate. And some of them were as bad as shown in this thread. She stood by her principles (but the Principal did not stand by her!) and only passed 10% of the students.
No-one can be allowed to fail nowadays, and that is why you get such dreadful standards in school leavers. The value of any qualification given now has been debased so much that it is becoming a joke.
