Where is the best place to buy in Cape Verde? Its made up of 10 islands, which would be best to hide out the winter?

I am looking to buy on Sal because the International airport is there, but if you have a better idea please let me know

Out of interest just how easy is it to buy property on Cape Verde. There is very little information available to go by, do you have to run a business on the islands in order to buy in.
