I love Pac Man as a game character because he's instantly recognisable and iconic (plus his wife is pretty hot).
Creating Samus as a female bounty hunter was a clever twist that was revealed at the end of the first of Nintendo's Metroid series. With all that armour, there's no hint of sexuality, so it was a clever statement that's been lost with today's female characters who go into battle in their underwear.
The evil dwarf dude from Resident Evil 4 was great too. That game is full of fantastic enemy characters.

I think Sam Fisher form Splinter Cell was the best character; blowing up a CCTV camera or electrocuting some guards standing in water has never been so much fun!
It has absolutely GOT to be either Zelda or Link from Legend of Zelda. Link has the best moves and looks really cool, and Zelda looks really cool and she's really smart!
