The teenagers does improve when they are in the program. You could argue whether it would fix their problems permantly if they are kept in the program for the rest of their lives. It properly would, but then there is the costs and when should they return to society? And how should they return to society heavily suffering from
Posttraumatic stress disorder ?
We have seen teenagers being sent to the states 4 times and the real problems became obvious when the parents went to the desert. The parents were those who did not follow through or did find out what really went on behind the scenes (Ben's and Amanda's parents) and pulled themselves or their child.
Right now both our countries are suffering from stab-victims or even gun-victims. Why not start in the home by setting up boundaries or if the home can not deal with the problem alone reach out to the community and fix them problems in co-operation with each other.
Your country could involve the teenagers in
youth courts (Courts where the teenagers sentence their equals). You could introduce
intensive day programs against smaller problems like truancy and fighting in school as alternative to suspension. Suspension is often the starting key to a troubled youth.
Banishment should be considered the last option only to be used after a severe crime has been made.
