Relegating 15 clubs will do nothing to help your team gain promotion. Increasing the number of clubs that get promoted might help though...
I think 5 teams should be relegated. Two into the Unibond Premier, two into Serie B and one into the Highland League. They should be replaced by the Krankies, Chas and Dave, Legia Warsaw, Halifax Blue Sox and Phil Collins.

Actuall, as you well know, I was assuming that if 15 came down they would be replaced by 15 going up. But your idea is far superior and better reflects the true situation. Let the premiership consist of five clubs, the top four to fight for the honours and one to be the "Whipping Boy" I'd like to suggest Spurs or Everton for this role as they are already used to it.
