France and Italy play out a 0-0 draw (or any draw), which is quite conceivable given their form so far. Holland beat Romania 3-0 (or by a margin of 3 clear goals). This means that France, Italy and Romania will have 2 points each and their head to head record is going to be the same. I know that in one of the groups, the 2 teams playing each other (can't remember the group or the teams) will contest a penalty shoot out if they are level, but how will France/Italy/Romania's group get sorted out?
Some sort of other criteria such as "fair play"? Otherwise, drawing of lots?
In the event of a high scoring draw, I imagine that goals scored may come into play.
The one thing that can't happen is more football.
Mind, the chance of this outcome is quite small. More likely is one or all of (a) Holland winning but not by three particularly as they have no need to, which includes the possibility of....(b) Romania getting something from the game but a draw would not be enough in the event of ..... (c) a positive result of Italy vs France.
They must have some idea what to do in these situations. If you think about it every group game could end up 0-0, what would they do then ?
The group that could end up with a penalty shootout is group A, if Czechs & Turkey draw they will have identical points / goal difference / goals scored etc.
