There certainly won't be problems getting tickets for the game, although I'm not sure what the situation is with buying tickets on the day: if they are on sale, they will have to show ID, and, as only tickets for the “home ends” (Curva Nord, Gradinata and Tribuna) will be (tickets for the “away end”, the Curva Sud) will not be on sale.
The ticket office is at the end of the Curva Nord, where the ultrà hang out (there will be only about 50 of them, maximum, as the fans are still in dispute with the President and the ultra are "on strike").
There is intense rivalry between the ultrà of Piace and Brescia.
Tickets for the Curva Nord cost 10€, but I wouldn’t advise anyone supporting Brescia to go there! It has 4 “sections”, and section 1 (the front one) and 3 (the middle one) is the one where the ultrà go. Not many people go to section 4. I tend to go into section 2 and section 4. The view is OK, behind, but there is an excellent view from near the back of the stand if you are brave enough to go to the top: when a lot of people are on it, it tends to “wobble”, as the stand is made up entirely of scaffolding, as is the Curva Sud!
The next “hottest” place to go is the Gradinata (were Davide goes): the “older” ultrà, who have now calmed down a bit go there, also because there is a bit of a roof on there, whereas the Curva Nord is totally uncovered. But I don’t really know this stand: the law change in Italy states that you have a seat number and you have to sit in it, but I suspect ticket holders don’t actually stick to ticket numbers, and just walk around to where it is free. But I am sure people get moved on by the stewards if the “genuine” ticket holder turns up.
The view is OK, and along the side of the pitch, but no idea how much that costs. (You may find something about prices here:

That stand was built in the close season when Piacenza were first in Serie A: it is very steep, the view is good, but it's a long way up to the back!
The Tribuna too is an OK view: populated by the families, middle aged and older fans. Tickets here are quiet expensive by Serie B standards.
Because of the “dispute” between the organised fans and the club, there will be less than 2,000 people in a stadium that holds 21,000 and the ground is almost entirely open: the atmosphere is terrible just slightly above zero!
But, it should be a decent game: Piacenza are playing OK at the moment, have some interesting players (keeper Cassano, striker Cacia central defenders Campagnaro and Olivi) and Brescia are bound to attack as Zeman always does and they need the points if they want to get into the play-offs.
As for getting there: there is a free shuttle bus from the train station to the ground on match days (I think it is more for away fans than home fans, so they may have to run the gauntlet and dodge the odd bottle and stone…) otherwise, there is ample parking, directly behind the Curva Sud and alongside the Tribuna.
The stadium is just off the tangienzale, so is well sign posted, although the stadium itself is in a residential area, so lots of the roads are blocked off by the police before the game, and also after, but it doesn’t really take long to get out of the ground.
