At this stage of the season last season, Sampdoria annouced they had signed Piacenza winger Abate, but then had to retract the statement, as Abate had alreday played (or was at least registered as a player) at Milan and Piacenza that season.

Rossi hasn't actually played for Man Utd this season so there might not be any problem. I think the FIFA regs apply if you have played for a club competitively, rather than being registered with them.
