It does explain a lot, but I still think it's strange that they would only ban football tickets. well... I guess it does make sense in a way...

The text of the law, introduced in 1994, stated: "It is an offence for an unauthorised person to sell, offer or expose for sale, a ticket for a regulated match in a public place, or a place to which the public have access, or in the course of a trade or business".
