Of course.
Since he last saw the Doctor, he`s been killed, resurrected, found himself immortal, and stuck for god knows how long on the Games station before getting to earth. And even then we don`t know for sure how long he`s been on earth waiting for the Doctor to reappear.
All that has bound to have taken its toll on a man.
Previous to meeting the Doctor he probably didn`t stay very long in one place, so his amiability remained high. But since he has been on earth he`s probably come up against all the bigotry that someone of his sexuality would have faced. That too would have changed him.

Doctor: You`re an echo. That`s all. A TimeLord is so much more. A sum of knowledge; a code. A shared history. A shared suffering. Only it`s gone now, all of it. Gone forever.
Wellllll yes I agree all that stuff would be likely to give him the hump and make him a little less jolly than before........I still liked him better in Dr Who tho LOL

Well yes. I preferred him in Doctor Who.
But that doesn`t mean I disliked him in Torchwood.
