The Quality of Life Policy Group has put forward some interesting ideas.
But deep in the report, although they want to discourage short haul flights, in favour of trains etc. They say that the released short haul slots at Heathrow could be used for long haul flights instead!

There is a lot of good stuff in it, but i wonder how much will become policy. Redwood has basically written another report that contradicts this new one.
It all panders horrendously to the likes of Friends of the Earth and Greenpeace, but seems to go totally against Conservative historical policy, which makes me think it's just a fishing line...
I like the Renewable Obligation Certificate concept where you penalise electricity suppliers for not sourcing enough energy from renewables and pass that money onto those that do invest in renewables. It also sets up a market in renewables energy trading. The ROC system also doesn't depend on much government funding.
If similar ideas can be implemented in other areas then you can turn things around for the better. It gives a certain sector the incentive to change.
