in the e4 episode, when him and michael are reunited he also looks wet, when he first appears at the tent door. it might just be my eyes though

One of the theories on this weeks C4 podcast was that he is being kept in a pool, like in the film Minority Report where the 3 psychics are kept. Possible, but unlikely.
Probably more likley to be connected to a hatch that apparently is somewhere in the sea.
