Dunno if this has been discussed before, but we get a little bit more info on it via the Lost Jigsaw Puzzles released

Apparantely it was a stocking facility, I'm still thinking that this station was never fully completed...

Someone has completed another one of the puzzles and found yet more of those weird C numbers, as of yet we have no idea what they mean...

It may have been abandoned by DHARMA in the same way as The Staff, not sure why that is though...

But maybe they gave up on the Arrow because its original purpose wasn't needed anymore for some reason and so they turned it into a stocking facility.

Really can't wait for Season 3 as they're gonna reveal more stations, eg. the flame, which from what I've heard, is an underwater hatch...?
