well, only in as much as Jake is a super enhanced being. But whereas the Bionic man/woman/boy/dog`s powers were deliberatley given him ("we can rebuild him/her/it"), Jake`s were accidental. "whoopsie!"
More like a rip off Spiderman, but where Jake gets INFECTED by a chemical rather than bitten by an infected spider.
Or a rip off of the Incredible Hulk, where David gets changed by a light beam.
Or a rip off of any and all shows where the Lead, for one reason or another accidentally or otherwise gets supercharged powers, and has to deal with them. Sometimes the superpowers gets him onto trouble, othertimes they miraculously get him out. "Wow! I didn`t know I could do THAT!!"
Mutant X comes into the above category as well, but in their case the superpowers were a mutant strain that were genetically bred into them. They`ve had their powers all their lives, just like Superman.
Even the Fantastic Four is only a slight variation on the same theme.
See, all things are related. Jake and Mutant X are just watered down versions of a successful formulas. Someone thought they could cash in on the popularity.
