Both of these lists used to be pretty inaccurate (IMHO) but now every time a new film comes out tens or hundreds of people immediately give it 10/10. In effect this makes these lists meaningless. Do they employ people to vote?
I can only comment on IMDb, I'm not familiar with the Channel 4 list but the top 250 list on IMDb isn't affected by the problem you mention. Only certain members votes count towards getting a film in the top 250 and they're quite vague about what the criteria is for your votes to count. Obviously you get a lot of people just voting 10/10 because they love the lead actor, or 0/10 for the opposite reason or whatever, so that's how they avoid those votes. That's why you may get slightly different ratings on the top 250 list than you do on the actual movie info. I've just looked down it now and the most recent film, from 2005, is at #63 Sin City.
I find if ever there's a false rating it's when a film has just been released and not many have yet voted but I find that settles fairly quickly.
