It's when Chandler comes in and asks if anyone knows a good tailor. Joey then suggests his family's tailor, and says that he's been going there since he was 15. Then Joey confuses himself, thinking that he may have actually been 16 when he first went. It's as he's busy trying to figure it out that Chandler says the line.
