I don't get her parentage! Her birth mother is alive, but the mother who brought her up killed herself? Someone explain, please!

Her birth mother is Phoebe Abbot who she met in The One At The Beach. She gave Phoebe and Ursula up to her best friend Lily, who raised them as her own. Yes, Lily killed herself. It is quite confusing actually!
