Its just a bit of rubbing their nose in it because they dealt too early, shows the banker is not an honest guy, someone should rub his nose in it!!!!

In active play the offer would have gone up still, the amount can depend as much on the player and previous amounts they've turned down as it can on the remaining values on the board.
You are quite right about offers being higher in the proveout though, it kinda annoys me too (it's so the banker can claim some kind of victory from the game even if the contestant does sell their box for more than its worth).
In Big Ron's case, had he turned down the 5th offer of 31k, the banker would have had to put the 6th offer up significantly to make him deal - he probably wouldn't have been offered much less in active play I reckon.
