Me and my partner are interested in buying a part converted barn. It has planning consent for holiday use accommodation. But does this mean that we would need to get seperate planning consent to use it as a permanent residence.
Yes you would need to apply for planning permission if you were intending to live there permanently.
As a first point of call I would suggest that you obtain a copy of the planning permission that is currenly in place - ask at the Council's planning department for the decision notice or if you do not live locally then for a small fee they will often post you a copy. Planning permission allowing barns to be utilised for holiday lets will often come with stringent planning conditions - i.e the amount of time that it can be occupied for over the period of the year and the amount of days in succession.

That is absolutely correct and may be the understatement of the year !
A holiday let is tourist accommodation and a Receation & Tourism use. A permanent dwelling is a Housing use. One can very often win planning permission for tourist accommodation where there is no chance of permission for permanent housing (e.g. in the countryside outside any settlement area). Converting that to a permanent dwelling is usually VERY difficult.
