If you pay to have a dropped curb, then you HAVE the permission to drive across the pavement.
If you just bump up the curb to park in your front garden, then you don`t have permission to drive across the pavement.

******************************** John Smith: So what am I then? Nothing. I`m just a story.
Doctor: You`re an echo. That`s all. A TimeLord is so much more. A sum of knowledge; a code. A shared history. A shared suffering. Only it`s gone now, all of it. Gone forever.
In any case, paying for an dropped pavement not only gives you permission to drive across the pavement, it also guarentees you vehicle access to your property, as people are not allowed to block the driveway.
If you`re too stingy to pay for a dropped pavement, then anyone has the right to park right across your house and gardens.
