What's the best way to fix an uneven floor where water rain can't flow freely through to the drain?

What's the best thing to put on the floor....cement...tarmac...felt in order that the water doesn't sipped through neighbour's ceiling downstairs?

In-laws have spent already fortune maintaining the damn balcony & just wanted a sure fix once & for all.
