Soak them in the sink with a few drops of washing up liquid - leave them overnight if poss - and rinse really well. You could use any sort of cleaning stuff, handwash etc, as long as it's rinsed thoroughly.

do the above but you can always use a nail brush as well,just rub the two together in the water and watch the stuff fall off. i always use a nailbrush to clean my hairbrushes

Use shampoo! It will clean off any residues like hair gel/mousse/hairspray that builds up on you hairbrush and attracts dust/dirt.
