Don't think so, they just soaked the cotton wool in the bleach, put it round the pull cord & used the cling film to hold it in place,no doubt someone out there will remember if there was anything else to it.
just a warning to anyone going to try this because my pull cord ended up snaping and it never came up as clean as it did on the tele i believe they just brought a new one so be aware hope this helps you
I think it would probably be better to clean pull cords with soap, whether it's liquid or bar soap, can't see the bleach being very good for it, surely it would rot it eventually?
i cut mine shorted then added a large silver handle so there was no contact with the cord by hand! but then i'm a cheat and the cord was long! but alot of what was lost in length was added back with the handle

I've strung the bottom six inches of the cord with some long wooden and horn beads. The cord doesn't get touched, so stays clean. I wipe the beads occasionally with a hygienic wipe.
I have got quite a long handle so the cord dosent get dirty ,but if it did I would probably try cleaning it with a mild detergent and a sponge if that did not work I would replace the cord with a new one,problem solved.
