It'll take time definitely and persistance.
If she has a nap at all, cut that out. Till she gets the idea of it put her to bed later at first, and completely tire her out. Completely to the point where she can't argue for falling asleep!
Establish the routine you wish to follow. Bring it forward bit by bit when she gets the idea of the routine back to being at 7.30pm.
Change the hall light for a little nightlight.
Buy/choose a little book. Always end on this and say "the end" firmly then "all read, tuck tuck" to have a signal it's time for bed. Do not have a conversation with her during putting back to bed.
It's better to have a gate but otherwise it's waiting in the hallway to put her back!! When she gets out and comes to the door close it when she gets there. Give her a minute, then go back in put her back and say don't get up, time for bed firmly. Keep doing this

even if it takes half the night as it did with my little darling!
It's a pain but worth it when it works.
On fretful nights I also run myself a bath with lavender bath foam. The soothing smells seeps into their room and knocks my two right out!
You could just run a very hot little shallow bath and unplug it when she's asleep for safety.
