It's not definitive but me reading of 9(iii) is that you have to be resident AND a UK citizen. But won't it be great if I'm wrong! Is there anyone "official" reading the forum who can answer queries?

Presumably, it might be difficult for non-residents to be available for teh filming and working to develop the script. But that could also be true of people with one or more jobs!
I don't see why it should militate against resident non-Uk citizens but it's probably a legal thing? Any lawyers out there?
