Well he has he said "i love you" to Mr Burns and then kaes up some other excuses like "sorry sir i said something else" are they even aloud to reveal "gay" on tele?
But it would ruin the entire point of Smithers. Pretty much everyone apart from Mr Burns knows he's gay, or at least thinks he is. Him telling Burns he loves him, is like Homer actually dying from something he does. They really arn't gonna do it.

I think you're right there - the aftermath would just be teh awkwardness between Burns and Smithers, which would not a good episode make. Part of the gag is Burns being oblivious to Smithers' feelings and his trying to avoid being exposed as a closet gay...
