It's when Homer is having a barbecue and is trying to barbuecue a whole pig. He accidentely sets the pig flying. It cuts to a scene of Mr Burns and Smithers talking.

Mr Burns - I think I'll donate a million dollars to the orphange...... (pause) When pigs fly!!!!
