Other than when they visit England and 'The British Book of Smiles'? Surely there are plenty of stereotypes and clichés they can exploit, drinking tea, bowler hats, monocles etc.

Apart from the ones in the Regina Monologues, all I can think of is:
Ned Flander's english relative "Lord Thistlewick Flanders" (had to use snpp.com for that one). One-off character.
Eric Idle's documentary making character (Excuse me while I miss the sky).
Can't think of any others off the top of my head

Oh, and Tony Blair *coughpuppetcough* was on The Simpsons as a guest at one stage.

I think that Sideshow Bob and his brother are English, but I dunno. They have English accents.

In one episode, it escapes me at the moment, but they mentioned that British convicts were sent to Australia, and it showed Snake? I am sure this happened, unless I read it in a Simpsons Comic!

They are played by the two brothers who are in Fraiser so that makes them American. I think.

From memory the following made appearances in episodes of the Simpsons. Sting. Spinal Tap. Ringo Starr. HRH (very briefly). Prime Minister Blair. Peter Frampton. Other characters I can think of were the old Cat Burglar (A take on David Niven?). And the very English dog training lady.

No, they are both American.
The only English charactors are one offs, except the one toff who is used very, very rarely in a very camp situation.
