does anyone remember a kids tv show that was on weekday mornings - probably 1999 (channel 4)- about a bunch of puppets? It was on wither beofre or after the muppet babies and a dog would answer the phone saying "watchdog here, I'm watching you" and let the person come upstairs?

I've been dying to remember who this show was called cuz I laugh every time i remember it.
