This cartoon was ace! I think it might be up there with the best cartoons of all time, yet it's highly under-rated. It used to be shown on C4 as well, but they don't anymore  Heffer was a legend.

Hi I know the cartoon of which you speak. It is quite amazing. I watch it on Nick toons at 9 everynight. I love Rocko because he is cute but my favourite character has to be Mr Bighead next door. He is a legend. I am glad to find someone else likes this

I remember that cartoon... his friends were gilbert who was like a turtle thing and heffa the cow thing lol... used to freak me out a bit actually...
