It seems that there is an arc planned for him in S14, but I know nothing about whether that will be in Chicago - I suspect it will be. Probably going to come back and hook back up with Abby once she wakes up and realises that she's been "settling" all this time with Luka. You think I'm kidding - there are still people who are convinced that this will happen and given some of the stunts the writers have pulled in the past I'm certainly not going to stick my neck out and say it's impossible. Improbable IMO and nauseating (how stupid does Abby have to be for that to happen?) but as long as those people have access to a word processor not impossible.
Noah Wyle did say recently that he "owes" ER some episodes, but he didn't know when/if he could fit them in. It is difficult to see where he could fit them in, since he has several theatre, directing and filming projects on the go, not to mention his family and political committments.
Also, I don't think he is remotely interested in reviving Carby. I doubt that TPTB could revive that without his agreement even if they wanted to, as he doesn't really need them or ER, so he can probably name his terms.
If 14 is the last series, and no one knows for sure yet, then I guess he will turn up at some point, but I suspect it will be very briefly and in a "cameo" appearance just to fulfill an obligation. There's no way he could fit in to any of the current stories anyway. I think all but the most die hard Carbys must have accepted that by now.
GV's contract expires at the end of this season and it seems that he isn't minded to re-sign; but tptb are negotiating 6 episodes in S14 with him, which would presumably give him the freedom to do what he wants (he's committed to at TV project in Croatia) and still allow them to round off his arc with Abby.
I can't think of any circumstances in which a Carter/Abby hook up could be plausibly written - not even Luka's death. There is however the clinic he was paying for and it might be that this will be the focus of his appearances - perhaps even leading ultimately to the ER Chief scenario which Wells (I think) said he envisaged at the very beginning of ER's life. NW has said that he'd come back for the very final episode so it wouldn't surprise me.

Except I think that this is one occasion on which the writers have played an absolute blinder; she hasn't had a personality transplant and neither has Luka - they are bith still completely recognisable as the people they were before, still struggling with the same traits which have tripped them up in the past but are learning to behave differently. One prime example is in "Quintessence Of Dust" when Luka asks Abby - after her rant at the admit desk - if she's OK and she says, reflexively "Yes" - but then she pulls herself up sharp and says "No" and tells him exactly what's troubling her and then allows herself to be guided by Luka and they share the amnio results call. I'm ahead of most people here (seen everything that has aired in the US) and without spoiling anything I can tell you that this continues.
The clever part is that they had Abby get to grips with her life and start making decisions on her own behalf free from any romantic entanglments; but the really huge markers for her progress are teling LUka about the pregnancy as soon as she knew (and I think the "I don't want to do anything to ruin this" remark related to her knowing she might need to decide on termination and her feeling that this would end the relationship with Luka; at the same time she couldn't not tell him because she valued him), and then the decision to go ahead and have the baby despite her fears. She's learned that some things are worth putting yourself out there for, and that was one of the things which contributed to her tendency to sabotage relationships in the past.
None of which has anything to do with Carter or the role he might play in S14 of course.

He called it the "Joshua Carter clinic", after his son,although that was the first time the poor baby was given a name in the episodes (apart from jokes about calling him George, before tragedy struck).
Yes, something to do with the clinic would make sense, but my money is on a few "blink or you'll miss them appearances" for the sake of fulfiling the deal that was made when NW left. I don't think either he or Zabel, who is now in charge of the stories, are really at all interested in reviving Carter as a relevant story in ER. It would be pointless for both of them and probably for Carter fans too, who will just have to be content with remembering the good times. There are the endless repeats and DVD's after all.
As for Luby, well, I've seen all the US aired epis. as well and I don't detect such a great change in Abby as Mrs Eyre does. Luka , yes. He seems to have been totally emasculated.
It will be intriguing though to see what they do with Luby if GV leaves and MT stays.
