Carbon Trading has been touted as one of the most effective ways to manage CO2 emissions. Perhaps someone could take the time to explain, in detail, how this will work. Not the general principles mind you, but the nuts and bolts, day to day administration of this scheme.

It appears to be a lot like communism, not in the political sense, but philosophically; it looks great in theory but will not survive in the real world.
