At the moment communicating using quantum entanglement is not possible, as telephony was not possible in the Tudor period. However, because of the possibility of it being faster than light that brings a strange possibility. Suppose for instance that there is some quantum network of communication throughout this universe, (does it have to be just one universe?). If each intelligent civilisation discovers, using it's own technology and discoveries the potential for instant communication by tapping into the cosmic background, ether, energy or whatever, there could be a buzzing network with information which could send an intelligent successful enough to make the discovery of a universal network ready to move into the next level of civilisation.
I just hope no one's thought of this already!

Actually because the nonlocal effects of quantum entanglement can only measured in terms of statistical correlations producing a device that could receive faster than light messages would be impossible in principle.

But then one can think that the mind could be nonlocal...
