Depending where you are in the Country the Indian Embassy carry out Visa applications at Sikh Temples around the Country. You can pick up the Visa there and then, but you will be waiting hours! As you have almost a year before you go apply by post - the form used to be a nightmare to fill in, but we have never had any problems and we have been to India three times. Remember the Visa is only valid for 6 months so apply around Christmas time.
Visa forms are available on the net - save you paying the premium rate call charge.
Wher are you staying in Goa?

Where do you live? We go to Birmingham and don't have a problem. Download the application form, fill it in and take it with you along with the appropriate amount of money IN CASH. We usually arrive there about 8.30am and are at the front of the que. Give it in then go to cafe round the corner for breakfast and go back about 11.15 and pick it up. Or you can leave a registered envelope with them and they will post it to you the next day. Whilst we were there this year we were speaking to a man who had applied by post 8 weeks earlier and was still waiting for his passport to be returned. When we left they were still looking for his passport and he was supposed to be going to India the following week. He emailed us and told us they never found it!!
